- ↑ Marx enclosed with this letter the text of the 'Confidential Communication to All Sections' and the 'Programme for the Mainz Congress of the International', which was to open in Mainz on 5 September 1870. Both documents were written in French. They are to be found in Vol. 21 of the present edition.
On the top of the first page is the International's round seal with the inscription: 'International Working Men's Association. Central Council London'.
